I would like to suggest that "4.8.1.1.9 A Key Part of the content" is moved
up, so it becomes 4.8.1.1.1 i.e. it is the first subsection. This subsection
seems to be the most important or dominant case, whereas the others are
important, but are exceptions?	Also, "4.8.1.1.12 General guidelines" seems to
be crucial general advice that would be better placed at the beginning of
"4.8.1.1 Requirements for providing text to act as an alternative for images".

Rationale: Agreed about the General Guidelines, good call on that. I don't really see why the "key part" section would go first, though. It's a pretty rare case in practice, when you consider all the images you see on the Web.
