Mistakes that can cause this error include putting text directly in the body of the document without wrapping it in a container element (such as a <p>aragraph</p>) or forgetting to quote an attribute value (where characters such as "%" and "/" are common, but cannot appear without surrounding quotes). ---More errors follow such as complaints about the ending </td> ============================== The file being parsed is HTML 4.01 Transitional.
An SGML comment declaration is <! -- comment #1 -- -- Comment #2 -->; it is not a typical "quoted string" that happens to be delimited by "<!--" and "-->". IOW, never put things like "---Manuals---" inside an SGML comment; the hyphens are significant.
