We need a guide to moderating the QA as brought up in the IRC.  It should include:
1) How to actually do mod tasks.
2) What is acceptable moderation. (i.e. Moderating to what is on-topic and not by personal choice of what you think is allowed.)

Here is a Google Doc [1] I started.  It is very early material.  

Thoughts so far and any suggestions for more material that is needed?
