Images: Missing provisions about distracting issues

https://w3c.github.io/wcag3/guidelines/#images-and-media

LenB: Is there a way to tackle this section so there's a value to the subgroup that is working on it?

LenB: Should we get that one issue about distracting images in sooner and get to the rest of the section later?

julierawe: I think it would be great to submit an issue now about something big that is missing from this section.

LenB: Distraction, overload, business, taking someone off task — this seems like a sleeper topic that could have a big impact on users.

Group discussed using Ai to compare our user needs to the Images section to see which user needs are not being met.

LenB: I can spend some time using AI to see what's missing, to give us the bigger picture of what's missing from this entire section.

LenB: I could share that out on Monday.

LenB shared the spreadsheet that has the first pass by Claude.

Eric_hind: I'll have a look at that.

Scheduling for the next few weeks

Are people available for COGA review meeting on Thursday, July 2nd?

Len, Eric, Rashmi, John can attend. Julie is a maybe.

Are people available the main COGA task force meeting on Monday, July 6?

correction: John cannot attend July 2nd subgroup meeting.

Julie, Len, Eric, John, Rashmi can all on July 6.

Group discussed scheduling discussions for the next several weeks.

Group is feeling stretched thin and not ready to volunteer to review other sections yet.

Animation: Need volunteer to draft proximity/co-location issue

julierawe summarized the June 15th COGA task force discussion that identified a gap in WCAG 3.

julierawe said the issue we draft should flag that every WCAG 3 subgroup should consider whether their section needs to include something about co-location/proximity. The issue could mention animation as one example where this need is not being addressed, but there are other sections that should think about this as well.

julierawe: We want this issue to apply not just to Animation but to other sections as well.

julierawe: We could submit as one of our General Issues.

Rashmi: Need to consider the needs of keyboard users as well as non-keyboard users.

Rashmi will draft the issue.

ACTION: item: Rashmi to share draft in time to discuss at July 9th subgroup meeting.

Animation: Adjust motion/pseudo-motion issue to make clearer that no pseudo-motion is allowed

https://docs.google.com/document/d/1jLkvaCNxpk1xJ-yuyTWciizRe3GkGWPc-3yu6ZJLIqg/edit?pli=1&tab=t.7btf7qjplo1i#heading=h.ug544rrtrwde

Group discussed how to make clear that no pseudo-motion is allowed.

ACTION: item: julierawe to separate pseudo-motion into a separate issue.

Adjust same issue to add exception for "mini-motions" per Rachael suggestion

Example of micro-interactions https://www.nngroup.com/articles/microinteractions/ which I think would be the hard part to remove.

Consider defining motion so it's clear the main focus of this issue is things like changing backgrounds, dynamic color changes for attention grabbing buttons, auto-playing videos, things that shift as you scroll

Suggest adding an exception for micro-interactions.

Need a volunteer to rework this issue: https://docs.google.com/document/d/1jLkvaCNxpk1xJ-yuyTWciizRe3GkGWPc-3yu6ZJLIqg/edit?pli=1&tab=t.7btf7qjplo1i#heading=h.2h5kievlb86f

Help and feedback: Finish reviewing the issues that Jennifer and Len drafted

Link to "Help and feedback" tab: https://docs.google.com/document/d/1jLkvaCNxpk1xJ-yuyTWciizRe3GkGWPc-3yu6ZJLIqg/edit?pli=1&tab=t.uubdkgkddw8k#heading=h.kgn36ddm0h3f

Group adjusted the draft to leave open the possibility of using and defining "logical proximity" or expanding the definition of "visually collocated with."

Rashmi suggested we draft these definitions.

julierawe emphasized that we only need to flag problems right now. We do not need to draft the solutions.

julierawe also expressed concern with COGA taking on too many tasks that are time-consuming.

Group discussed draft issue for "Sensory characteristics not relied on": https://docs.google.com/document/d/1jLkvaCNxpk1xJ-yuyTWciizRe3GkGWPc-3yu6ZJLIqg/edit?pli=1&tab=t.uubdkgkddw8k#heading=h.e7lg9gvz14cu

Draft issue is raising concerns about how this provision should apply to voice systems.

For reference, here is COGA's research module on voice systems: https://www.w3.org/TR/2026/DNOTE-coga-voice-20260205/

ACTION: item: Jennifer to tease this issue apart into two separate issues:

ACTION: item: Jennifer will tag the core subgroup members when the updated drafts are ready to review.

For the issue about disabled controls, the group discussed Rashmi's margin comment: https://docs.google.com/document/d/1jLkvaCNxpk1xJ-yuyTWciizRe3GkGWPc-3yu6ZJLIqg/edit?pli=1&tab=t.uubdkgkddw8k#heading=h.l2ebzfzbqnmb

We responded to the comment that we don't need to get into solutions yet. We just need to flag the problem now.

The group discussed reminders and thinks it should be covered in "Process and Task Completion."

ACTION: item: Jennifer to draft a reminders issue that can be moved into the Process and Task Completion tab.

Jennifer is off July 2nd and July 9th. Could schedule next Help and Feedback on July 16th.
