Eric_hind: Scroll triggered animation

Eric_hind: If animations are triggered by hovering or by other events that the user might not anticipate will trigger an animation, the user can become confused and disoriented.

matatk: One thing we are missing is a link to a request

matatk: In terms of process not sure, but this is really good, but I have a query to ask

matatk: there is not unique definition to what is motion and not defined way to stop the motion
