jcraig: primary way to convey the shortcuts to sighted used is via a mainstream display technique (including, not limited to, the title attribute) according to original proposal
jcraig: I am saying aria-keyshortcuts is not intended as the primary way to provide this information to sighted viewers

should it still be required, or should we add an exception
