Kaz: the point here is how to deal with use cases and user story withing step 1, 2 and 3
… so let's concentrate on those steps

Koster: right

Kaz: probably what we would/should do here at the first stage is identifying the level of the issues
… e.g. (1) editorial changes, (2) changes need UC description, and (3) feature changes without UCs
… maybe Ege's mentioning "Complex or not" is "needing UC description or not"

Koster: in that case, we can map the mechanism as follows
… editorial (TF internal)
… needs use case (complex)
… feature without use case (not complex)

Kaz: think so

Koster: can we merge this PR itself?

Kaz: would suggest we get clarification from Ege about that mapping before merging this
