Ege: Pull Request is only possible for IG members. Does this change mean that only IG members can submit Use Cases?

Kaz: I think we can mention that the current readme is vague and we need improvements
… we got UCs from outsiders beforehand via issues so we should mention this explicitely in the readme

Ege: I have created the issue at w3c/
