Lisa published proposal to form the group

We are waiting for i18n to give feedback

Julie suggested Jan send follow-up to i18n

Lisa suggested keeping the email short

Lisa: Ket them we put up a proposal and would be deligthed if i18n wants to co-chair

Julie shared concerns about mixed messages

Lisa: We might be bringing up things they might have forgotten

Lisa: Possibly we can change the description when we actually launch the group.

Lisa: This is a new process so I don't know if it can get changed.

Lisa: We can always go to W3C staff and ask to change, but we don't know yet if i18n wants any changes.

Lisa: I don't think we need to belabor it

Jan will send follow-up today

Lisa: I need 5 people to support the proposal, we have 4 already

Lisa: What should I do if it's ready to go live before we've heard back from i18n?

Lisa: I'd like to put Jan as co-chair right away so people can't propose themselves

Lisa: I intend to step down as co-chair and hopefully someone from i18n or AG will become co-chairs

Tiffany: What does it mean to support the group? Is that acknowledging a commitment to the group? Or acknowledging that it's a good idea?

Tiffany: I'm willing to mark it as "supported" but I don't have a ton of time to contribute to the group

John: All you have to do is say you support the formation of the group

Lisa: It's not a very formal thing

Lisa: W3C wants to see that other people think it's a good idea

<tburtin> You now have support from 5 people.

John: Can someone put a link in IRC to the support page?

John: Never in my W3C career have I ever heard anyone say something is happening too fast

<tburtin> Maybe add Persons with cultural differences.

<lisa> im back

<lisa> translating word for word. does it make sence

<lisa> need to step away again. sorry but the time change has put this meeting while other things are going on

I am wrapping up the minutes with a quick recap of our working session on the implied-meaning draft:

The placeholder outcome can be roughly worded — we'll fine-tune at a later stage

For user needs, we started with the user need in Making Content Usable 4.4.4 pattern

And we started building out the user needs section to show wide range of audiences that need explanation for implied meaning

We started brainstorming edge cases, such as a phrase that is commonly used non-literally (thorn in my side) but can sometimes be used literally (i really do have a thorn in my side!)

We also started talking about culture and localization, such as a Spanish phrase having one meeting in Spain and a different meaning in New York City

We ended the session by asking everyone to keep thinking of edge cases and add them to this doc: https://docs.google.com/document/d/1uzzH9qYEOdL-zFX3LdhQDlK4YcPdCP-fWvh6EF45aBY/edit
