Testing mode automatic switching

Issue 795: https://github.com/w3c/aria-at/issues/795

Discussion of how to turn on speaking of mode switches with JAWS

If you turn on default settings, you can't change the setting for speaking mode switches.

Decisions from discussion:

1. We will allow this deviation from defaults to turn on speaking of mode changes in JAWS and VoiceOver and provide testers with appropriate instructions.

2. We will not prioritize adding mode switching assertions to plans that are already in candidate review.

3. We will add auto mode switching assertions to plans going forward, but prioritize plans that don't need it ahead of those that do within the 2nd flight of 16 plans

The plan for JAWS is to instruct users how to enable defaults by modifying their settings directories. This will enable modifying the one setting that needs to be changed for speaking of auto mode switches.

Additional decision: Add an unexpected behavior for unexpected mode switches.

Unexpected mode switches will not occur with JAWS if insert+z has been used to disable VC. In order to capture unexpected mode switches, we need to be sure VC is not disabled in circumstances where they are a possible behavior.
