3.0 templates

<bowtieguy> When working on the "Disabilities and barriers they encounter" section of the 3.0 template, I noticed that we've started grouping barriers by disability groups. There were some barriers that were more situational (example: shaking train/ bus or using a device with one hand for touch targets). I suggest we include a "Situational" group for this section across the templates to capture how this work could help all!

Summary: There are more comments in the target size 3.0 template. Added a link to the most recent needs document. Thinking about situational dependencies.
