<koalie> Previous (2020-06-18)

<shawn> dear host -- I usually join by phone, and it's not lettting me. only option is computer audio. can you change that now?

scribe+

Leonie: Wendy, did you send around the draft statement?

draft statement of the IDCG

Wendy: I can put it in the wiki

Judy: Possibly as a comment in IRC

Wendy: I will send it to the list.

<koalie> wendyreid, internal-idcg@w3.org

Leonie: Possibly the internal list

Draft statement

Leonie: Can you read it, Wendy?

Wendy: "The web is for everyone. This is the first design principle of W3C
... has guided our work for 1994
... @@ can't type that fast
... our work reinforces this idea
... e.g. i18n, accessibility

@@ I can't type this fast

scribe: as an organization, W3C stands with Black Lives Matter
... @@ Can't type that fast
... We are taking the following actions"

Leonie: As a reminder, this is a proposal for a statement - to put it to the AC
... get their consent to publish on behalf of W3C.

Judy: Overall, I like the framing
... things we are committed to
... diversity, web for all
... multiple types of diversity and inclusion

<koalie> proposed ID CG Statement

Judy: in the middle it says "some of our groups"
... undershoots the problem
... W3C space does not reflect diversity
... not sure how to fix it
... not different from the tech field
... other orgs not being resolved

Leonie: Are we not clear about how far we are from the goal?

Judy: Yes
... also can we get a re-read.

<wendyreid> https://lists.w3.org/Archives/Member/internal-idcg/2020Jun/0005.html

^^ email link to full statement

<Zakim> wseltzer, you wanted to suggest "the composition of... "

Wendy: Thanks Wendy Reid and others for composing this

<Judy> [JB: proposes s/benefit from/contribute to and benefit from/ ]

Wendy: is the 4th paragraph talking about composition
... or is it about the work we are doing
... the latter would require more unpacking
... undeniable that the composition is not where it needs to be

<Judy> [JB: also proposes s/Many of our working groups, community groups,

<Judy> and the W3C team itself do not reflect this core belief./Most of our...]

Leonie: I agree

Jeff: I agree.

Judy: Where the statement says "benefit from" it should also be "contribute to"
... been an issue for people with disabilities
... not a passive engagement
... both people and work

<koalie> [ ZoeBijl spotted LGBGTQ+ → LGBTQ+]

Judy: 2nd point: s/many/most/
... may be controversial

<dka_> I like the statement. +1 to Judy.

<wseltzer> [Concretely, suggesting s/Many of our working/The composition of many of our working/ ]

<tzviya> +1 to Judy

Tess: The composition v output issue - these are inextricably linked
... a diverse set of colleagues bring perspectives that improve the work

<dka_> +1 to what Tess is saying.

Tess: we can say that we know our work is deficient because we don't have all the voices in our rooms

<koalie> +1 Tess

<ZoeBijl> +1 Tess

Leonie: Suggested change in wording

<tzviya> +1 tess

Leonie: before "not enought action to make this true"
... "many aspects of who we are and what we do, do not reflect this belief"

<koalie> +1

<tzviya> +1

Leonie: encompasses both aspects without getting into bits of each project

Judy: That could be interpreted the same way
... should add "who we engage with"

<ZoeBijl> q

<dka_> I think Tess's swording was good - knowing that what we do is deficient because we don't have these voices as part of the process.

Leonie: 2 ideas
... one from Judy
... everyone should benefit from the web

<wseltzer> +1 to Tess's input

Leonie: 2 - us as a collection of people, projects, and work that we do

<scribe> ACTION: Leonie to send an updated draft to the group via email

Dan: Does that encompass Tess' point?

Tess: Didn't go far enough
... bunch of white people cannot bring the web to its full potential

<wendyreid> +1

Tess: cannot be a homogeneous group
... we need a frank statement that we are falling short

<dka_> "...we can't achieve the goal of leading the web to its full potential without addressing these issues..."

<wseltzer> [Without broad participation, we can't lead the web to its full potential.]

Tess: we believe our technical work is not as good as it could be
... missing important voices

Tzviya: This might be implicit in the action items
... but perhaps we can add a phrase

Dan: Several versions of this
... we can't achieve the goal of leading the web to its full potential without addressing these issues...
... Wendy wrote that w/o diversity cannot lead the web

<koalie> +1 to picking from either of the proposals from dka, wseltzer and wendyreid

Dan: also w/o better diversity we cannot fulfill the goals we aspire to
... should all be in the document

Tzviya: Wendy Reid's proposal is similar to mine

<Zakim> dka, you wanted to voice his suggestion

<Zakim> tzviya, you wanted to comment about whether this will be covered in action items

Judy: Front half of Wendy's; back half of Dan's

Zoe: I was going to propose something similar

<dka_> +1

<ZoeBijl> ack

Zoe: like "... without diversity of voices cannot lead the web to its full potential"

Leonie: Sounds like we are close
... can we take away these bits and send them to the list

WR: Been doing that

Leonie: Time is of the essence
... also need input from those not on the list
... need CfC

[explains CfC]

<koalie> scribe+

How can the IDCG help drawing attention to the Diversity Fund

<koalie> Jeff: [inaudible]

<koalie> Jeff: for the past 2 years, generous donations helped people attend TPAC

<koalie> ... last year we raised close to USD $15K

<koalie> ... this year, as TPAC will be virtual, the expense the diversity fund could cover ranger from equipment, to child care

<koalie> ... The diversity need isn't less important in a virtual TPAC

<koalie> ... it's important for us to reach out to our colleagues, and a broader community

<koalie> ... both to get sponsors, and to get the word out that we want a broader diversity

<koalie> ===

<koalie> Jeff: This whole programm is Dan Appelquist's initiative

<Zakim> ZoeBijl, you wanted to ask why we dropped travel expenses

<koalie> Zoe: Why was travel dropped?

<koalie> Jeff: no travel this time

scribe+ jeff

<koalie> ... when we can travel again, we will support it again

<ZoeBijl> ack

Leonie: For this to work we need funding

<dka_> I can confirm we can support the fund with at least £1000 this year.

Confirming actions

What actions will we take?

<koalie> GH wiki: Ideas for ID CG actions

Leonie: One action was to extend the range and capability of diversity fund
... Dan can you lead

Dan: Happy to put energy
... not sure how
... need guidance

WR: I'll help
... need to decide range
... what are we willing to cover?
... based on that - easy to put out the call
... both for money and for people to apply
... travel was easy
... flight + hotel
... child care more complicated

<Judy> vq+ to propose both what and why, e.g., brainstorming needs, and explaining them, even if brief

WR: maybe we can source equipment ourselves
... what are parameters?

Dan: Should we schedule a breakout?

Tzvyia: To get people to apply

<koalie> Future of the W3C Diversity Fund

Tzvyia: link on registration page is often helpful
... makes it obvious to applicants

<dka_> Suggest we do that breakout discussion tomorrow at the same time - would this work?

Tzvyia: there has been confusion

Judy: Digital access to discussions is good
... explaining why that matters
... multiple needs in a family
... better ISP service
... did this in WAI
... developing countries
... equipment, bandwidth, access issues

<Zakim> dka_, you wanted to suggest to move forward with an AC review even if we haven't figured all this stuff out.

Dan: I don't think we need an exhaustive list
... that's a recipe for non-action
... I could have a breakout call tomorrow

<ZoeBijl> +1

Dan: do like the TAG - work on a collaborative doc together
... cryptpad works for the TAG

<dka_> pad.w3.org is fine with me

<koalie> scribe+

Jeff: Agree with Dan

<koalie> Jeff: when we tell the AC, I think we ought to tell them a few things we're thinking of doing

<koalie> scribe-

Leonie: We need to talk to our member organizations
... need to make sure that payment is seamless

<dka_> +1

<wendyreid> +1

<scribe> ACTION: Dan, Wendy meet and come back with initial ideas

<BarbH> + 1

More actions

Tzviya: I added my name to making W3C more welcoming and doing more for outreach

Barbara: Two angles of interest to me
... groups have diversity populations
... may not be aware of W3C
... e.g. Grace Hopper
... open source community reached out to GH
... why not do the same for W3C
... mission, value, participation
... Women who Code, variety of groups
... if we had a high level pitch about W3C and how to be involved
... can be reused

Coralie: Naomi is working on making W3C more welcoming
... make her aware of this

Tzviya: I'm somewhat aware
... also Shawn in WAI
... Natasha at the AB a year ago
... I'll reach out.

Judy: Many teams on action items would be great
... I've been to GH
... Should look at black tech conferences
... posted 2 issues last night
... one linked to canceled black tech conferences
... we should find those communities
... put together a pitch
... promote diversity, engagement
... US and other
... second: Quincy Brown's expanded list of actions
... makes it concrete
... I can work on GH and expand our reference list of AIs

Leonie: We can publish things in GH or wordpress

Barb: Use GH as a proxy
... what are the top WW and regional orgs that we can outreach to?
... On GH - a person of color signs up at no charge
... similar to us
... embrace different communities
... Outreach is both bringing someone in and reaching existing community

<dka_> Juneteenth conference community also comes to mind: https://juneteenthconf.com

Barb: e.g. Bootcamp before TPAC; welcoming activity

<koalie> [we could coax Tanya Mandal, from my team, to go to GH; she's woman and of colour]

<Zakim> ZoeBijl, you wanted to ask how we can increase diversity within this group

<Judy> +1 to considering Barb's "welcoming" idea or "Bootcamp" idea

Zoe: We should increase diversity within this group
... I see many white people here

<dka_> +1

Zoe: other people's thoughts?

Leonie: Dan mentioned this last week
... I have the idea of open office hours
... classic chicken and egg

<dka_> Since this is a community group could we bring people from outside the w3c community but inn the web developer community into this group?

Leonie: we are 1 D we want multidimensional

<koalie> scribe+

<koalie> Jeff: On Zoe's point, I want to remind the group that this CG is open to anyone

<koalie> ... by all means, if you know anyone who can help or advise us, have them join us!

<Zakim> shawn, you wanted to ask about specifically inviting current ID CG participants to be more active in this group?

Shawn: We have diverse folks already in the group
... let's tell them we are getting more active

WS: It would be lovely to have more diverse participation
... we should bring them in, not push it onto others

<marisa> +1 wseltzer

WS: dozens of places for engagement

<wendyreid> +1 wendy

<Zakim> wseltzer, you wanted to say "let's not make others do all the work"

Melanie: +1 to Wendy
... should not shift the work to the beneficiaries
... it is exhausting to be black in America
... tough time; people asking questions
... we can try, but we can also ping the group as a whole
... general call for participation

Leonie: Correlated to disability

<BarbH> + 1

Leonie: hearing from them or looking at one's website
... difference between being invited to party and work shifting

Judy: +1
... Racial diversity consultants are getting slammed
... should reach out at some stage
... rather than volunteer basis

<shawn> +1 to be invited to share perspectives (and not asking to do work)

Judy: but we should be as welcoming as we can

Leonie: Dan and Wendy will take how to do more with diversity fund
... Tzviya to work on "w3C more welcoming"
... Barbara and Judy on other communities

<BarbH> +1

Leonie: I (Leonie) on open office hours

Vagner: Wanted to add another proposition
... complementing other ideas
... discuss in next meeting
... question of inequality

<Judy> +1 to what Vagner has posted

Vagner: discrimination
... should include in our document
... not just racial discrimination or diversity
... inequality is broader
... pandemic revealed depth of inequality
... stay at home overload
... workers have to be at home
... job losses
... effect black people and women
... need to fight inequality
... provide ways to generate income
... share knowledge to fight misinformation
... what can W3C do
... ?
... I don't have answers at the moment

Leonie: I would like to pick up on this next week.

<Judy> [JB: WendyReid, since you are capturing edits, please note Zoe's suggestion to correct a typo, but we both suggest this instead LGBTQI+

Leonie: Vagner, please also share your thoughts on the email list

<Judy> [JB: WendyReid, since you are capturing edits, please note Zoe's suggestion to correct a typo, but we both suggest this instead LGBTQI+]

Leonie: important backdrop
... I'll post the minutes

<shawn> [ from vagner: bringing one different approach for next meeting: Promoting diversity has to do with fighting inequalitiy and discrimination. This pandemic is bringing up the reality of deep inequalities in our society. In emerging countries many people doesn’t have access to Internet to attend classes remotely. That it affects mostly black people. Workers have to remain at home. Besides the

<shawn> fact many don’t have access to Internet, remaining at home ov … women with home work. The consequences of pandemic are deaths, unemployment, misinformation, increased poverty that most affect those who are already discriminated against. What can technology do for these people to reduce inequality? Digital inclusion, income generation, knowledge sharing, fight misinformation and inequality.

<shawn> What can the W3C do to cover these topics? ]

Leonie: please come up with concrete items for actions

<Zakim> ZoeBijl, you wanted to ask if someone share the details for tomorrow's meeting

zoe: Please send details for meeting tomorrow

Dan: Working on it
... might be via a document

Leonie: Thanks all.

[adjourned]

<koalie> thanks tink and jeff, bye all

<tink> hrrsagent, make minutes
