technical document publication

Irfan: This is something we discussed publishing this document here.

Janina: Involve wider community.

Irfan: Format and content is mostly ready.
... We need one or two volunteers to move content from explainer to normative specification document.

<JF> +1

Janina: If explainer is ready and gap documents are ready, we don't need to have the spec document done to reach out.

Irfan: The Explainer document is ready.

Janina: APA publishes the document. Process: send request. Ask for time stamp (still able to make edits in editors draft), call for consensus will be sent to APA list (5 to 7 days to vote), bring it up in APA, second email will be sent with decision, then publication process can be moved forward.
... Ask web incubator community to review drafts.
... First public working draft can be sent for reivew.
... Then immediately invite the web incubator community.

Irfan: We should be able to publish the two documents before CSUN.

Janina: need to tell APA about it sometime next week
... The CSC takes time.

Irfan: Will work on this with Roy and provide updates next week.

Janina: CFC can be reduced to two days.
