<r12a> in-country standards orgs need to decide which numerals they use

<r12a> libraries should not inherit, eg. if Sudan is under Egypt Sudan can overwrite Egypt, but if no-one is contributing data or modifiable, there's a problem - so the hierarchy may not be good for numbers used

<r12a> typographers should consider places where ascii numerals should be used so we need to give them more control over number sizing, kerning, spacing, etc

<r12a> Behnam, with modern type design there is no matching of aesthetics for ascii numbers and arabic text

ASMO 708 was one of the first spec talking about encoding of Arabic-Indic numerals, and encoding both Arabic-Indic and ASCII numerals in one set of code-points.
