Jim: Are we going to use issue tracking like we did before.
Norm: Yes.
... I think we should use issues to track progress; we can keep
the majority of the discussion on the email list.
Jim: I think we need a delta

Norm: I don't think we need that right now, but we should after we get caught up. I think Alex should catch up the draft.
Alex: There are various ideas, but I don't think we have consensus.
Norm: I think we can just bring everything forward and deal with issues after the fact. We don't need to be pedantic about consensus right now.
Alex: Ok, I'll do my best. We should treat this like an attempt, not a formally agreed consensus draft. People should raise issues.
Norm: Exactly.
Murray: I think what Alex is doing is putting forth the draft on which we will attempt to get consensus.
Alex: Yes.
