The 2012 update of OWL added xsd:dateTimeStamp to the gamut of built-in datatypes - see https://www.w3.org/TR/owl2-quick-reference/#Built-in_Datatypes
In contrast to xsd:dateTime this datatype makes the time-zone mandatory, rather than optional.
Since the focus of this update to OWL-Time is primarily concerned with adding temporal reference system support, there is arguably a case for also making time-zones mandatory. However, changing the range of time:xsdDateTime and time:inXSDDateTime would not be backward compatible with existing use of OWL-Time, as it would make existing data that omits the time-zone inconsistent with the ontology. - Related Actions Items:
