Document Metadata
Metadata documentation should be published together with the data
For me it means that one should document the metadata. It is not talking about an instance of metadata provided with data but the documentation about the metadata that explains not the instance but how to understand the metadata.
I think that these are 2 different BPs:
Provide a metadata document (a document with metadata)
Provide metadata documentation (meta metadata)
