ivan: need to consider shift in times for summer time and winter time

fjh: we need to be clear which time is the authoritative time

ivan: the authoritative time will be the Boston time (13:00)

… thus the European participants will need to adjust

… this is because of the way the W3C calendar and tools work

… change is in November 3 in USA, in Europe 27 October

… we can change now, that is a ways off
