Description:

A corollary of ISSUE-20 is that the null relative URI can be used in POSTed documents. Tim-Berners Lee raised the related issue that relative URIs are also useful in GET and should be encouraged.

In particular, this supports the interoperability of data where the URIs used to denote things are arbitrary machine generated URIs.

e.g.
1) In performing a GET on a resource the null relative URI represents the retrieved document. hash URIs (eg. <#me>) may be relativised wrt the document base (the request URI).

2) In performing a GET on a container, hierarchical URIs may be relativized wrt the container. e.g. <member1>.

This issue needed to be captured; not sure if this requires anything to be specced or this is best-practice and good primer material.
