[Odrl-version2] Make it Simpler?

I was thinking that the "ODRL V2 Core" is a separate document
(a cut down version of what we have now).

Then we can have the extensions:
  "ODRL V2 - Negotiation"
  "ODRL V2 - Payments"
  etc


What do others think?
