[Odrl-version2] Make it Simpler?

Hi Renato,

I see what you mean. Maybe we can declare core elements and then make suggestions for complemenatary elements, such as Negotiation and so on. In the same chapter we should encourage the ODRL users to define their own additional elements. However, I think we should keep this all in one document, or would you suggest to have the core only in our ODRL V2 Document?
