Nick: Last week we agreed that ref and bind were special on <header> but I think it is better if we use the Common versions, and use the semantic rule that you can't swap models on elements in a model
... and that counts for <bind> as well.

... We can't officially resolve that, but I think that is in the spirit of last week's resolutions
