Description:

The common time base used for synchronization must support streams of indefinite length. These streams might be streams of unlimited length created (for example) by encoding an existing television channel as well as continuous streams composed of an unlimited collection of continually appended finite streams.

Motivation:

Support for reliably and consistently synchronizing various content items with a "continuous" media stream.
