Dave has suggested that this should not be a problem because ORG does not "import" and "merely refers to" FOAF, see http://lists.w3.org/Archives/Public/public-gld-wg/2012Nov/0013.html
This distinction does not seem to be clear to the group, which was apparent in 6-Dec-2012's conference call (http://www.w3.org/2011/gld/meeting/2012-12-06). The implications of declaring that a class of ORG (such as org:Organization) is a sub-class of another vocabulary (such as foaf:Agent) should be clarified from the perspective of normativity.
