Change this example so that the order of the content is the same with CSS on or off; Related issues: (space separated ids); WG Notes: [TEAMC] [] MC: I think this is a good point. While it is sometimes helpful for blind users to have navigation bars placed later in the source code order than the primary content, it can be confusing for sighted users of assistive technology to have the reading order (and tab focus) move in an order that does not match the visual presentation. Michael to write a proposed response for 1081 saying that we don't want to require that order with CSS on and off be the same [recorded in http://www.w3.org/WAI/GL/2006/07/17-wcag-teamc-minutes.html#action01]; rationale: no meaning in the sequence from that example Discussed in the 14 December 2006 telecon: Accepted by unanimous consent. http://www.w3.org/WAI/GL/2006/12/07-wai-wcag-minutes.html; Resolution: Success criteria 1.3.2 (formerly 1.3.3) does not require that the reading order be the same with CSS off as with it on. It only requires that if the order can change the meaning, the correct order can be determined.
