While skimming the document, it would be easier for the reading to see document titles if they are emphasised through italics or with quoting.

Proposed Change:
See for example, in heading "sufficient and advisory techniques" following sentence:
"for an explanation of how this document fits in with other Web Content Accessibility Guidelines (WCAG) 2.0 documents.
Emphasize "Web Content Accessibility Guidelines".

WG Notes: There are a lot of different opinions about the use of italics online, however, it is not as good on screen as it is on paper because of the way pixels are created. Recommend that this suggestion not be acted on. Recomended response: There are a lot of different opinions about the use of italics online, however, it is not as easy to read on screen as it is on paper because of the way pixels are created on most monitors. Also, emphasis is not the semantic for a heading that we would choose. Recommended action: none

Resolution: We are concerned that this may complicate the visual presentation and make the documents more difficult to read. IF we have time, we will investigate adding a class to the mark-up so that this type of styling could be investigated in the future.
