Per-Document "Summary of Changes"
The text provided here for each document will be extracted, during publication, and placed in the "status of the document" section, under the sub-heading "First Public Draft" or "Summary of Changes" (as appropriate). This text should usually be one or two paragraphs, and link into the body of the draft (make it a working link, please) for more details on the changes.
This draft contains a small but substantive change to how actions are defined and processed. For details see the change log. Implementors should pay special attention to effects of the changes on the conflict resolution strategy.

RIF Production Rules Dialect Revised
During the implementation phase of the Rule Interchange Format (RIF), the Working Group discovered a problem with the design of the Production Rules Dialect. This problem is addressed with a new Last Call Working Draft which changes the way actions are handled to more closely match existing production rule engines. Please send RIF comments and implementation reports to email@example.com.
