Update all specs to reference XML Schema datatypes 1.1

- Description:
- Basically, there are many ambiguities in XML Schema datatypes 1.0, making many things in RIF not well-defined. XML Schema datatypes 1.1 fixes many of the problems.
The change does not need to impact the XML syntax of RIF; we can say that for exchanging RIF using XML you can restrict yourself to XML Schema 1.0; XML Schema datatypes 1.1 is syntactically a superset of 1.0. plus, you can use references to XML 1.0 instead of XML 1.1; see http://www.w3.org/TR/xmlschema11-2/#d0e38102
