- RIF needs modules to refer to external KBs/data.
This is probably not on the critical path.
Referring to external data is a special case. We might be able to work that one

At the 11.6 f2f, WG decided this is desireable but will not hold up BLD from LC
if unable to address by then.
In the 22-apr-2008 telecon the WG resolved this issue is not CP for BLD LC
