It was agreed by WG at Apr 18 2012 telecon that the current spec is sufficient for implementers to figure out when to emit an exception. See http://www.w3.org/2012/04/18-forms-minutes.html, when Nick says "I agree" it was actually everyone on the phone agreeing to this.
