Server-side IRI implementations


Implementing IRIs for servers means to interpret %HH as UTF-8 even if locally, filenames are encoded differently.

Especially in Korea and China, many sites use URIs with non-ASCII characters and expect browsers to use legacy encoding (works locally, but not globally)
