Implementing IRIs for servers means to interpret %HH as UTF-8 even if
locally, filenames are encoded differently.
- IIS on Windows
- Apache 2 on Windows NT/2000/XP
- not yet Apache on other operating systems
Especially in Korea and China, many sites use URIs with non-ASCII
characters and expect browsers to use legacy encoding (works well locally,
but not globally)
