IRI Overview
  - URIs are restricted to US-ASCII, no consistent handling of non-ASCII
    characaters
- Need for internationalization: Query parts, file names, domain
  names
- Defining Internationalized
    Resource Identifiers (IRIs, draft,
    editing/issues
    list) to allow to contain characters from any script
- Used already in HTML (error behavior), XML (system identifiers), XLink,
    XML Schema, and others, and implemented in many browsers
- To be submitted to the IESG for Proposed Standard
