Definition of IRIs

Currently: Each IRI maps to an URI:

• encode in UTF-8 and use %hh-encoding
• example: IRI: http://www.w3.org/People/Dürst URI: http://example.org/D%C3%BCrst

What does IRI denote? Denotes same as corresponding URI!

Creates problems with specs such as XML namespaces and RDF that want character-by-character comparison
