Identity vs. Resolution

  1. Two IRIs are identical if they match character-by-character

    Advantages: Easy to implement; makes sure escaping doesn't hurt

    Problems: Creates IRIs that are not equal to any URI

  2. Two IRIs are identical if converted to URIs, they match

    Advantages: Forces IRIs to be kept as is
