On 3/26/09 I (JAR) was asked to summarize how this discussion ended up.
Neither Mark Nottingham nor Lisa Dusseault was convinced of the desirability of 303s; this was after hearing all available arguments in favor. And both thought it uncertain whether IANA would implement 303s, even if IETF wanted it to (which it doesn't).

saying that maybe the registered link relations shouldn't have defined URIs at all. The registry would contain a set of relation-describing documents, which would have defined URIs, but the relations themselves would not have URIs.

Nothing would prevent some organization (such as W3C) from giving URIs to the relations, so that they can be used as properties in RDF.
