Why would an author include the target element at all if he wants it to
be removed immediately? This would also be the behavior if a Tiny user
agent attempts to process a "Full" document which might have a value
like begin="10:00" rather than begin="600s", does it make sense to
discard the element immediately if the author really wanted to discard
it after 10 minutes?
