No, it's not a separate issue at all. In fact it's the only concern that matters. Messages sent by user agents must reflect the intent of the user. Since we're looking for common ground, as I mentioned before, I agree that a pinged server will probably behave non-idempotently. But that's orthogonal to the meaning of the message it receives.
