Tailoring of content despite a DNT:1 flag would require very specific
conditions in order not to run against user expectations. Since none
have been formulated so far, it is impossible to assess the soundness
of the change proposed by David Wainberg. It is simply incomplete and
I would suggest to close this issue because of a lack of activity.
