SVG Accessibility Gap Analysis

Erik,

Per the last call please see the SVG accessibility gap analysis and
proposals to fill those gaps for SVG2. Kelvin and I vetted this with
Jennifer Yu (Microsoft), Dominic Mazzoni (Google), and David Bolter
(Mozilla).

Please arrange for time on next week's agenda for me to do a walk through.
