Hi all,

I believe we need some editorial changes for Section 7 of the Compliance document.  Specifically, both #2 and #3 within the rules states 'DNT Signal'.  I believe it should read 'DNT: 1' instead; because DNT Signal can be DNT: 0 or DNT: 1.  And, if a server receives DNT: 0 and no Opt-Out, then it should NOT treat it as DNT:1 (as rule 2 suggests).
