RDF-ISSUE-66 (xsd-datatypes): Update XSD datatype map with new XSD 1.1 datatypes [RDF General]

RDF Semantics defines an XSD datatype map, and enumerates the datatypes included in this map. OWL2, SPARQL, and RIF each define their own variations on the XSD datatype map, and some of these include new XSD 1.1 datatypes. We should consider including the new XSD 1.1 datatypes in the XSD datatype map defined in RDF Semantics.

New datatypes defined in XSD 1.1, and the specs which reference them, are:
xsd:dateTimeStamp (OWL2, RIF)
xsd:dayTimeDuration (RIF)
xsd:yearMonthDuration (RIF)
xsd:precisionDecimal (none)

Most discussion of the XSD datatype map in RDF Semantics is in an informative context as an example of D-entailment, but there is some language to the effect that XSD built-in datatypes not in the map SHOULD NOT be used in RDF, which is not consistent with their use in OWL2 and RIF for these new datatypes.
