Walter,

We've always agreed the frequency-capping would be a permitted use in situations where a DNT=1 is received.  Are you suggesting we now remove that permitted use or are you simply commenting on this specific language?

The text of the issue raised by Jack Hobaugh is self-contradicting: if the purpose is to limit the number of times a specific ad is shown to a specific user, that purpose is impossible to attain without profiling at the individual level.

This suggestion would not be beneficial to the compliance specification and therefore I am opposed to it.
