[CSSWG][css-writing-modes] The maximum embedding level is wrong

Unicode 6.3 was release ~1 month ago and it increased the maximum level of
embedding from 61 to 125 levels. Section 2.2 of the css writing modes spec
is still using the old embedding level, 61.
