Glenn has implemented the changes noted for Action 91 (http://www.w3.org/AudioVideo/TT/tracker/actions/91) to add a description on character edge attributes that I provided.

Note: Text outline can be specified using a style property to apply to glyphs selected for specific areas for content flowed into a region. Text outline applies a specific character edge to content. For example, when <textOutline-unblurred> is used, a type of shadow or thickness can be applied to content.
