It may be perverse design, but i see no reason why an actuable property
needs to be observable - "turn the light on" does not imply you can ask "is
the light on?".

maybe we a specici actuable property class, need a statement to say that
observable and actuable properties are _not_ disjoint?

@all - what are the implications of there being no axioms that allow us to
tell whether an instance of a ssn:Property is an instance of
sosa:ObservableProperty, unless this is the explicitly declared type? Would
a reasoner conclude that all ssn:Property instances are
sosa:ObservableProperty, or they are not, or safely just ignore the
possibility they are?
