Thanks for joining the discussion!  I trust you that the distinction
is not made in what they wrote (it's long and I didn't read all of
it), but it would be nice, for purposes of simplifying the discussion,
to rule out whether transclusion factors into ICE decisions about who
gets taken down.  To support what you say, the counterexample we need
is exactly what you state above - a site that does (or did) nothing
more than link, using <a>, similar to the bicycling site that Henry
mentions. Then we'll have a very clear situation to respond to,
without the confounding considerations raised by the
transclusion/far-reference distinction.

So you can probably help us there.
