http://www.w3.org/2009/sparql/wiki/To_PR - completes ACTION-622

Dear all (particularly editors),

I have set up a template page To_PR on the wiki at http://www.w3.org/2009/sparql/wiki/To_PR,
which shall help us to get on track/report towards going to proposed recommendation,
similar to the earlier www.w3.org/2009/sparql/wiki/To_Last_Call<http://www.w3.org/2009/sparql/wiki/To_Last_Call> page.

@editors
I'd kindly ask all editors to look at that page, give feedaback anf fill it based on their
current knowledge by the next TelCo with open issues and items that need to be completed,
based on which we will decide in which timeframe we can proceed, whether we can already
start assigning reviews, etc.

@sandro/team contacts: please let me know if I miss anything essential in the section
