Sorry if this is obvious to you, but it didn't seem very obvious to me. There is a questionnaire at [1] that asks AC members to "indicate whether you endorse [the OWL 2 specs] as W3C Recommendations". I assume that (most) members of the WG support the advancement of OWL to Recommendation and so will want to ask their AC reps to complete the questionnaire accordingly!
