is a pretty good description of "about:", and a reasonable
registration of "about:" would mainly just point to that page.
(see below).

http://tools.ietf.org/html/rfc4395.html is the process for
registering a URI scheme.

To register "about:" someone could start with something based
on the template below and send it in, in the name of
the working group.

However, I don't know how to get "about:dtd-compat" into
the mix, without updating Wikipedia.
